There were some mice in a house. They made holes here and there and damaged things. So, the owner of the house brought a cat. The mice were afraid of cats. They could not move easily because of the cat's threat. They called a meeting to find a solution. All the mice attended that meeting. Several proposals were made, but none was good enough. A young mouse stood up and said, "I have an idea for your consideration." Let's tie a bell around the cat's neck. Then we will hear him coming and be able to hide ourselves in time. Everyone praised him for his idea. Then an old mouse said your idea was unique. But the question is, who will bell the cat? All the mice remain silent. Because they all could realize the danger of this plan. The mice migrated to other places.
